门户开放政策

“Open-Door”policy (1899年9月6日，美国国务卿海约翰John Milton Hay向英、德、法、意、日、俄6国致送照会，要求在中国维持“门户开放”政策。当时，美国在列强分割中国“势力范围”的角逐中是后来者，受到排挤，提出这个政策是为了“利益均沾”—a policy which the US put forward and foisted on Chin a in 1899 and 1900 to secure the same privileges as the other imperialist powers,including UK,Germany,France,Italy,Japan and Russia
