国际法术语。指一个国家对因政治、宗教等原因而逃亡的他国人所给予的保护。庇护权属于国家。一般分为域内庇护、域外庇护和中立国庇护三类。按国际惯例，对于被指控犯有谋杀国家元首、暴乱、战时通敌、反和平罪、战争罪以及反人道罪等罪行的人不予庇护。
